One of my most traumatic events that happened in 2014 has been a big obstacle for me when I’m outside. The person who traumatized me I tend to see people who look a lot like him in public and sometimes I make eye contact and then I go into a full blown panic attack. I don’t have any time to ground myself beforehand I just go into full blown panic. Is there any way I can go in public and see someone similar and calm down before a ptsd attack?

Look up Cope Ahead from DBT. That helped me with the same thing. I taught myself to pay attention to people's small details so I'd know it wasn't him.
sadly, i think you would just have to practice your grounding techniques and mindfulness. there isn't anything to take you truama away, just to work on it bit by bit. I'm sorry I don't have anything helpful to say
