Overwhelmed by family crisis

My brother and his girlfriend broke up on top of him having to go to the e.r. for alcohol related issues and my mother is messaging me to tell me everything that's happening over there and it's overwhelming. She's telling me that she had to call the cops on him and that he doesn't want to be alone. I am not in the mental place to call him if he's spiralling. I can't but if I don't call him then it'll be my fault if something happens. I don't handle stressful situations well and they often make me go nonverbal so I can't call anyway because I can't talk. I just... I can't do anything and they're going to assume that I don't.. care
