Looking for a Service Dog Breeder: Need Advice

I’m looking into dog breeders for me for a service dog I’ve been begging for for years. Problem now is most people near me are puppy mills (do not do genetic testing, have no results on their dogs hips,elbows, etc. breed too many litters, too young, mix breeds, think AKC means anything, no temperament testing, etc) I live near Lancaster PA which is a MASSIVE puppy Mill area. It’s said many pet land dogs come from puppy mills in Lancaster. I’ve seen them first hand. People don’t understand but I absolutely cannot take any risks with a service dog.
