Recommendations for noise canceling headphones?

Also, this might be obvious but cheap foam earplugs are waay under-rated. Cheap and silent! Unless tinnitus shows up . . .

I have "Anker Life Soundcore P3i" earbuds, and while they don't block it all out, it seems to do pretty well! Found them rather helpful at times since I can't hear the washer or air-con, but still know when someone's trying to get my attention. I'm sure there's better sound canceling out there, but they fit the budget and also make over-the ear headphones that probably work a bit better.
