I have tried listening to music you enjoy or a podcast to distract you from the noise, you could also try sitting with friends or people you like :))

I've found Loop earplugs helpful in loud environments. I mainly use them when I go shopping, but I would use them if I was in your situation too. As for eating in public, this was something I always struggled with when I was in school, so much so I went without eating all day every day. I found that having something to focus on at the same time (like reading a book or studying) helped with this, but I'm not sure of what your dining hall is like and whether that would be possible.
